Can I use Forensic PS to reveal text that was originally crossed out on paper with a black marker?

Yes, but it's a little more involved than just Photoshop. The paper has to either be scanned or photographed under the right conditions ... it's more of a Questioned Document question. Photoshop is just one piece of a bigger puzzle in your case.
